Duties of Rector Position
— To ensure the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, and resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training;
— To provide training of highly qualified personnel with high moral and ethical qualities, capable of independent thinking and possessing the skills to organize work in a market environment;
— To organize the training of highly qualified personnel on the basis of state educational standards;
— To ensure the fulfillment of the tasks established by the Law of the Republic of Uzbekistan “On Education” and the National Training Program in the higher educational institution;
— To determine the powers of all departments of the higher educational institution, plan, coordinate and manage their activities, prepare qualified personnel for management positions, select staff, recommend candidates and appoint them to management positions;
— To provide material and moral incentives, ensure social protection of employees, and apply disciplinary measures;
— To exercise control over the formation and effective use of revenues of higher educational institutions;
— To organize research activities, increase their effectiveness, widely implement research results in practice, and ensure the integration of higher education, science and industry;
— To organize the creation, translation and publication of textbooks and teaching aids in accordance with the requirements of the concept of developing a new generation of educational literature for continuing education;
— To coordinate the introduction and effective use of advanced forms of teaching in the educational process, including distance learning and modern pedagogical, information and communication technologies;
— To supervise spiritual, educational and moral work, and to promote the formation of a national idea among staff and students;
— To manage admission, expulsion, reinstatement and compliance with internal regulations in student, master’s and trainee-researcher programs;
— To ensure the professional development of instructors and academic staff;
— To organize social services and other necessary conditions for students, trainees, researchers and teachers, and ensure their social protection;
— To ensure continuous quality control over the activities of faculties and departments, the educational process, lectures, practical and laboratory classes, teaching and industrial practice, and other forms of training;
— To organize activities aimed at identifying prospects for the development of academic areas and specialties in the educational institution, including scientific and practical conferences, participation in international conferences, creation of access to information resources, and provision of literature and information materials related to the development of science and technology, and on this basis improve state educational standards, curricula, textbooks and direct scientific research;
— To develop the marketing service, study the demand for educational directions and specialties, analyze the actual employment of graduates, and conclude cooperation agreements on targeted training;
— To develop and implement measures to strengthen and expand the material and technical base of the higher educational institution, lead the Academic Council, improve the institutional structure, and organize, liquidate or modify structural divisions;
— To advance scientific and creative relations with foreign partners, ensure the attraction of investments and grants, and support the establishment of joint ventures, departments, research centers, scientific projects and other initiatives;
— To cooperate with public organizations, the Board of Trustees and other similar non-governmental organizations;
— To ensure the implementation of other tasks established by the competent authorities responsible for the management of the educational process.
